As an NGO which took over the credit component of the Catanduanes Agricultural Support Program (CatAg), ARDCI engaged in a full blown micro-finance activity on January 2000. It was  managed by a Head Office based in the capital town of Virac and initially covered five (5) branches in            Catanduanes.

Branch 1 composed of  Virac and Bato municipalities would later emerge as Vision Bank, Incorporated.

On October 8, 2002, ARDCI then administered the approval of founding Vision Bank, Inc. (A Rural Bank) as the first micro-finance oriented bank in the Philippines after the General Banking Act of 2000.
